The trick is leave it a little short. The first Soviet elections they would report 100 and there would be complaints. By ratcheting it down to 97 they could claim to outsiders that they were free and fair elections and they could claim to insiders that there were (((dangerous threats to unity))) within the state which necessitated surveillance and the temporary suspension of rights.*
