This. Don't give relievers warm up on the mound unless there's an injury, and force all pitchers to face a minimum of two batters.
I don't like the minimum requirement, though, if they want to run out of pitchers let them. I don't see that taking up as much time as the other crap people mentioned. (Though I suppose I could be wrong.)
