There is an address but if the administration has just changed it is not designated formally as a "state of the union." For example, the 93, 01, and 09 addresses were delivered but were not called SOTU.

Let me be very clear that my applause starts and ends with him showing up for the town hall and sticking through nearly two hours of a fairly hostile crowd.
