This was immediately obvious to me - any refund to importers (the ones who actually paid the tariffs to the USG) is going straight into their pockets, not back to the consumers who already paid the higher prices.

Any D worth their salt will absolutely push a comparison in prices/Cost of Living between now and 2024... Sure, the R's can lie, but in areas that are truly purple, that seems like a fatal blow.
