Taking bets on who the insurrectionists is. My money's on Elmer Stuart Rhodes.

Gonna guess the caller wasn't Donnie, he would have delegated that task to an underling to keep his hands clean. Meadows? Ornato?

Meadows is probably the best guess but we would need to know who was in the WH when the call went out and who it went to. Meadows likely didn't call Oath Keeper guy but people below him would.
