Of course. Let's take a look at 2022 in a nutshell.
GOP will win because Gas prices are high.
Also true that the GOP's next big legislative policy they want to pass is to destroy Social Security.
Person with a brain knows that if they do that what we're paying for gas now is going to be irrelevant. Person without brain votes for lower gas prices even though the party they are voting for has no documented policy that does anything to change the price of gas.
In fact, the smart person also knows that Trump purposely manipulated the gas markets while he was in office to get them higher profits. The only reason it didn't raise the price at the pump is because he presided over the worse pandemic in a hundred years.

Read my lips was not a mistake, it was a commitment. It may have been ill-advised, but it wasn't a howler.
Just like Mondale saying he would raise taxes while Reagan would not (even though he did eventually have to). That was not an error, it the definitive proof that if you are honest and brave in politics you will be punished by the electorate who will run under the skirts of the knave and liar.
