I am unfamiliar with their structure, so I hesitate to call that a mafia. Yes, mafias are obviously involved in government (influencing leaders and key individuals and such) but do they actually RUN the government. The closest I've heard/read about is Cosa Nostra in Sicily/Italy.
I voted Zetas, because most mafias at least try and "hide" their actions. Everyone knows they did it, but they don't lay claim. The Zetas act, and then say, "Yeah, we did it....and?"
