While it is rare, every time I check into a hotel, the roll is over, without fail.

If one has food poisoning and is reaching for the roll to wipe vomit off the chin, the roll should be over, you can drop your hand on it without looking and grab a wad no problem. Under doesn't work in that situation.

I think that it depends upon how high the roll is mounted from the floor. If it's low, it should be over. If it is high, under.
