Every player who participates in any NCAA Tournament in any sport gets a participation award.

Only thing I can think of is that he meant that its often called simply when there is a big hit into the boards, but these guys really do not know the game well. ..

My guess is that what Kaminski was trying to say is that the boarding call is a result of another foul that could have resulted in some other penalty being called - like a cross check or an elbow or a charge - that the refs used to let go before the "boarding" penalty was established. Kaminski just didn't explain what he was trying to say very well. I'm going to guess that Kaminski does know his hockey (he was a member of the Bowdoin team for 2 years) but there is no denying that the play-by-play guy does not.

I was at the game, so I didn't hear the comments the announcers made. By by reading other posts, I think I get what he was trying to say. I had a very good vantage point on this play, and the ref raised his arm for the penalty only after he saw the UMD player was favoring his arm and may have been injured. I'm guessing the ref could defend the call with the rationale that the UMD player had just released the puck and was not in a position to defend himself. I assume the comentators comment was based on how late the call came...i.e. "well, the guy got hurt so the ref figured he had to call something..."
