I have a feeling this was a "call stands" instead of a "call confirmed", given how much time they took to review. Remember, the call on ice was "goal", so unless they could prove rule 83.4, it had to remain a goal.

This isn’t the first time I’ve corrected your misinterpretation of the rule book.

Kicking motion is no goal. Everything else, goal.
