I saw an article a couple of weeks ago on this that, as a North Dakota native, I found kind of fascinating.
When looking at the states, and comparing every dollar sent to the feds compared with every dollar received back, North Dakota is the clear winner. For every $1 it sends to Washington it gets something like $3.75 back.
But here is what I found interesting. In terms of the percentage of each state's revenue that is made up by those Federal dollars, North Dakota is near the bottom. I think it was something like 19% of North Dakota's revenue in the state budget comes from the feds, whereas states like SD and others are between 35 and 40%, and I think the average is something like 31%.
