How did he escape
It was 3am, it was 2-on-1 known and who knows if there were more in the house. They radioed for backup and the suspect ran out the back of the house from what I read.

I want to be snarky about the cops as well, but if the suspect was in full battle rattle cosplaying as a fellow cop, the exchange of gunfire probably started the two actual cops.

There's unfortunately two people and a dog dead, it could have been four people and a dog easily with the suspect able to escape with his vehicle and slip away into the crowd of police vehicles in the neighborhood.

There's three ways this goes, thanks to the cops having the suspects vehicle:

A) They know who it is thanks to the vehicle registration , and they're waiting out the suspect.

B) The vehicle has fake plates/no updated registration so they have to wait for the forensics teardown.

C) Its a coworker.

Sorry that dog won't hunt. Cops shoot first when they  think the suspect is armed...this one they knew was armed and had already attacked people.

The problem is that cops justify killing when they feel endangered by minorities or people with mental difficulties. But when its a White Neighbor shooting a Black Man and threatening cops or its a White Man dressing as a cop and killing people in their home they just dont seem to have the same sense of fear and urgency.

It can't be both ways. If they are "startled" why aren't they taking action. If there is a cop shot at on the other side of BP (or Brooklyn Center) the suspect would likely be dead. Why are cops showing deference here?

No no no. See, he was dressed as a fellow cop. They probably yakked it up with him for a few minutes, about how the radical libs got shot dead, then he said he had to go report back in and those guys had the scene covered, so then he drove off.
