I believe you start paying if you're not signed up by March 31st. However I'm not sure how the fines work if you then go out and get coverage later in the year. Looks like you get dinged when you file your taxes for actually paying the fine.

But then the messiah dictator figured out that people were losing coverage because of it, and remembered it was an election year. By delaying it until 2016, this means that they are expecting the GOP to get into the White House (assuming the elections actually happen and martial law isn't declared), and will use the media to blame the GOP.

The elections will go ahead as scheduled, but all registered Republics and Libertarians will be detained in reeducation centers.

Fines have been delayed for non-compliant plans as those got extended a couple more years. Everybody else has to pay.

Well, they were, until it looked like Democrats up for reelection in the fall might face voter backlash. Then suddenly the <strike>fines</strike> penalty tax[SUP]1[/SUP] became of secondary importance, getting Democrats reelected became more important.

Ummm....I hate to interrupt the knuckledragger fest, but again the only delay in the fines is if you have a noncompliant policy you won't get fined as they're giving you an extra two years for these policies to cycle out.

Its in the law. Prez (or perhaps officially HHS secretary) can move deadlines around. As we've often said, if Obama was doing anything that the courts would find illegal (not Fox news, but a court of law) don't you think right wing activists and 99.9% of the GOP congressional caucus would have already pursued this? Or is that too logical to comprehend?

All over the US, tens of thousands of people are using the CBS website to manage their NCAA tournament pools, entering their brackets, managing pool members, etc. etc. Somehow that website can not only handle all the traffice, but it updates quickly. I'm our pool manager and I have people sending me emails "are my brackets in on time?" just as they are submitting them, and I can see the site update as I watch.
and this is just for a sporting event, not something with potential life and death consequences!
By contrast.....sigh.
