that is absolutely no excuse whatsoever for lazy or sloppy thinking, especially in this day and age. The adage nowadays is, "if you can't do the job well yourself, outsource." Obviously the current model is failing. So take on a new partner with better incentives to do the job right, less an employee/sinecure backwater and more a joint venture partner.
There is a nice business opportunity in the right hands, just find those hands and negotiate a respectful split of the profits.
In other words, put out a posting for job applications, solicit competitive bids from multiple parties, however you have it: spin off the current ECAC and then open up co-management rights to a bidding war from multiple management agencies, etc. The now-independent ECAC board can bid too, maybe they'll clean up their act.... maybe... Maybe even event promoter type firms. It is foolishness to settle for the bloated half-corpse that can't get out of its own way we have now, holding back the potential that's latent in the ECAC as currently constituted.
