Your post is mostly correct, but I think that Biden’s administration should have realized without supply from the Abbott plan there was going to be a shortage and taken appropriate action at that time. This was easily avoidable and the administration didn’t do anything until it was a full blown crisis. If random people like me knew this was an issue months ago the administration should have known as well.

The first trip they didn’t have it at the first store I went to so I had to go to another place. The second time is actually a very sore subject. I bought a tin of another type and it didn’t meet my wife’s standards but she never returned it. After a couple months we just gave it away and I was out $40 or whatever it cost.
The shortage got better for a bit and then I clearly remember my wife texting me one morning when I was driving to work saying it was going to get really bad again. I believe that was sometime in early April. We stocked up at that point so it hasn’t been an issue for us.
