It's just north of NYC on the Hudson River, hence "up the river."
It probably means Buck's pappy was some sort of psychopathic prison guard or administrator.
He was a jock at Princeton and he got his start working under Cheney to cover up Iran-Contra. Model citizen.

Looks-wise, it's probably good she got out of Alabama. I'm not sure she'd even qualify for Nerd Prom Queen there or anywhere else in Dixie, but in the Beltway I'm certain she's doing just fine for herself. Certainly none of us would have a shot with her.
