He is just so overwhelmed by, and completely unable to rise
to the responsibilities required by the office, when events cause it to be necessary. Everyone knew it before the election. So far he's been able to just skate by, sit in the position, but not really having to do anything.

The Coronavirus needed him to finally have to do something. And he's been completely unable to do so. Cause he doesn't know how to, doesn't know what needs to be done, doesn't understand what needs to be done. And none of the incompetent sycophants he put into place to run the departments of government know either. And since he's purged much of the career expertise within those departments, they're paralyzed. Everything since then has just confirmed this.

Our ship of state is rudderless.

I also read the rest of his comments. If the guy thinks violent protests are the way to go, he's going to be sadly mistaken unfortunately. (note how he says violent protests have worked in the past).
