Wasn't there a moment in the Watergate hearings where either Butterfield or Dean was asked if they had the tapes or they basically just volunteered that they did? I thought I remember seeing a video where the witness basically asked the committee if they wanted them. I couldn't find that.

I don't think anyone offered the committee any tapes. A subpoena had to be issued for all of them and the SCOTUS famously ruled 8-0 (Rehnquist recused himself) that Congress and the Courts didn't have to give the president blanket Executive Privilege and ordered the tapes turned over.
