You and I apparently understand those next level conversations.
I needed to start the broader dialog with the mindset change from usage to basic access fee.
I expect net metering to be a big issue in the next ND legislature.
And as smart metering becomes more commonplace, yes, expect more "time of day / peak time" rate structures to be introduced. Right now I can pull out my smartphone and know hour by hour my home's usage. There's a reason for that: billing in the future. When those rate plans start to roll out, the "delay start" features on washing machines and dishwasher won't be unused buttons anymore.
Most distributed generation users (aka home solar) are on a separate tariff to begin with. The monthly fee is negligible in that fight. The bigger issue is net metering vs. avoided cost as far as what they get paid when putting energy back into the system.
The next biggest fight is whether utilities make them pay a demand charge or time of day rates vs a standard residential rate for the energy they use.
Compared to those issues, the monthly service charge is nothing.
