I would not be surprised to see Rutgers in the mix soon. They have a succesful D1 Club program, already D1 for other sports, land on campus to build a rink but close enought to Newark to play there if needed. As the B1G conference grows this would be a natural fit.

Slight issues.
1) Rutgers is not that close to Newark as you might think. Anyone that has been stuck on the Turnpike can a test to that. The only school that could benefit from the Prudential center in Newark is Seton Hall as there club team already plays there.
2) That athletic department had a lot of issues before the whole basketball coach meltdown. For years now the school has had to deal with massive state budget cuts and increases in debt partially due to the athletic department.
3) The whole stadium expansion debacle. Seriously the $100+ million upgrade they did a few years back was very controversial.
4) They are a public institution and NJ has massive debt problems and won't be happy about a state school spending more money it doesn't have. A few year back Christie canceled a rail tunnel project to NYC because the state could not handle the extra debt load from it on top of the future fiscal time bomb that is the NJ pension shortfall.

One possible hope that Rutgers hockey has though is that the school will have to either renovate or replace its existing arena soon. If the school where to replace the arena and then install the ice making equipment in the arena it could potenitally start up a team at a later date when they get donors to cover scholarships.

Rutgers doesn't know how to hire a squeak ball coach and you expect them to have a D1 hockey program.
 
I think the recent history doesn't imply that. It's a matter of what you expect from yourself. URI doesn't have a team because their rink is too small and they decided it that way, same deal w navy.

If you are going to make a big splash it will be tough, but of you want to circa competent program I don't think the bar is that high... Eventually the AHA will break apart into those who want to make a full go at it and even then there are two leagues who will take on lesser depending on prominence (NCHC, WCHA). The PSU model is not the only one. The niagara and Robert Morris examples exist and schools like liberty lurk out there.

The next school to elevate will be a surprise but it will happen in two years time

Expansion most likely willl come first from smaller private schools looking to increase their visibility via athletics a la Quinnipiac. Given the "austerity" mentality most legislatures are opperating under it is highly unlikely you will see expansion in any state universities unless some filthy rich booster(s) want to endow a program.....or their football program goes on a run of BCS bowl wins and there is a considerable influx of coin.

The venue has hosted three NCAA Quaterfinals

Good luck; USHL games are typically Friday and Saturday evenings, as well as Sunday afternoons. You'd be seeing a LOT of 4PM games.

Rutgers has supposedly been going Division I in hockey for more than 20 years ... it's all just wishful thinking

True, but St Norberts has proven themselves in Division 3 a jump to the WCHA would be great plus the team would be centrally located. The Knoghts are going to a lower league in Divison 3. They need to jump to Divison 1. The teams that are joining the NCHA have never beat the Knights.

They have three National Championships. I compare St Norberts to Bemdji State.

They would have to move their whole athletic program up from the D-3 level. D--3 schools can no longer play D-1 hockey unless grandfathered in when the rule was instituted.

No, so does that mean they can't move up.
In order for a D-3 to play D-I they would have already had to have a program in place at the time of the moratorium in 2007. Clarkson, Colorado College, Renssalaer and St Lawrence can play and offer scholarships due to the fact that they were in place before the first division classification went into effect in 1971. RIT can still play, but cannot offer scholarships. Though the moratorium expired in 2011, the NCAA has stated that play ups are no longer allowed.

One of the reasons that D-II is also mentioned, though, is that you must be in a division where the championship is offered. In ice hockey, there is no D-II championship offered in the present day. Because of this, D-II schools are invited to play ice hockey at the D-I level with all of the privileges offered to D-I schools for that particular sport. There is a D-III championship offered, though, so D-III schools not currently in D-I must play D-III.

In addition, the moratorium is where schools were not allowed to change divisions. I believe the penalty was 5 years of postseason ineligibility for D-III to D-II, and 9 years for D-II to D-I (or was it vice versa?). I don't know if these ineligibility statutes are still in place, or if they are more relaxed.
