Probably not. I also forgot Buffalo didn't end up putting a roof on their new stadium, so there's another.

If I had to make a full list, probably:
Green Bay
Buffalo
New England
Miami
Jacksonville
Baltimore
Pittsburgh
Cincinnati
San Francisco


A couple of these are up for debate depending on ownership changes. Like New England post-Kraft since he likes the open air, or Cincinnati if they sell since they don't spend much money, or if the Niners move closer to SF, but it makes no sense to build a dome out in Santa Clara.

I thought about adding Cleveland, but could see them wanting to try for a Final Four at some point. And then it turns out they already have an indoor stadium planned for 2029.
