He didn't get the head even though it was high and the guy lost his balance and was much hunched over.

I could have seen it being 5 for how the guy flew. IMO, it was clean.

He never hit him with his elbow. Just watched it three more times. No elbow contact.

Penalty for contact to the head roughing is about the best I could come up with and I'm not even sure he makes contact with the head.

Interference for hitting a guy with the puck was the call.
