If I understand this rule (as currently legislated) correctly, this change will only benefit teams who do not have strength and conditioning staff separate from their hockey staffs. Teams who do have S&C coaches can already conduct these sessions, provided that their hockey coaches aren't present.

Allowing work with a S&C coach before the allowed season is actually one of the other listed proposals, if I read that correctly

There's also a proposal to allow having provisional or reclassifying D3 schools in the conference start the clock towards an AQ.
