Its really not that complicated, IMHO.
A lot of this talk seems to be focused on the insitution being the one that determines the level of support. In my experience, that really isn't the case. Money drives the decision making process, and donors drive the money. While I don't know this as fact, my guess is that UConn has better support for football and basketball because more donors give money to football and basketball. My bet is that you ask an adminstrator why they haven't put more resources into the hockey program, there response (if honest) would be, "We'd love to. Can you write us the check to make that happen?"
If John Q. Alumni (and the thousands like him) wants his money going to football and basketball, hockey won't get much of that coin.
