What’s the over/under on this arsonist having been paid by real estate investors so they could gobble up properties where the home owners had been denied fire coverage by insurers when contracts were written? With that, what’s the percentage or people in that are who don’t have fire coverage? I think it’s pretty high.

I would say that the chances that at least one of the fires was set in this capacity is about as close to 100% as you can get without hitting 100%.
