Not if we keep rotating them out. You don't just do one GATTACA, fire and forget. Continuous vetting.

Inheritance only works on the mean. We should deport* everybody who has been in the US three generations and hasn't made it yet (where making it is achieving SOMETHING positive -- brilliance, kindness, craftsmanship, creation of original wealth, being a hottie). Just keep pulling in the raw talent and let us all fight it out. We're the land of opportunity, not a hammock.

I don't want to terraform the off worlds. I want to gentrify them.

* We don't even need to deport, actually. Just progressively higher death taxes as your family has been here longer. Recirculate the blood; dissolve the clots before they cause a stroke.

Ah - I thought we were talking about a scenario where we were claiming to save humanity in case something happened to earth, and you just wanted to select the worthy to go.

What you actually want is just an enclave for humans with a moat. Save yourself a few hundred trillion dollars and buy Madagascar or something.
