Why is it that opposing team can get the puck on net during a pp and we can't?

Because everybody on their team takes shots and for Tech it seems only a select few are allowed to shoot.

Pretty much. Pretty easy to make sure you have person to stay between those people and the net and block every single shot the select few take.
