If he was going to manage to get off well over 50 more rounds before running out, then there are some serious changes that could happen with magazine limits and shooting rate changes.
That's a real solution that WOULD lower how many rounds could get off in a given amount of time, thus reducing the number of deaths.

And as I've said, our mental health care system is broken in this country, ... and I've only dealt with the elderly/dementia aspects of it, not the dangerous/criminal aspects.
