Just looked at the video (ESPN archives games for replay; if you have access to ESPN-Plus, the whole broadcast is there).
Hall gets hooked before she gets to the puck. Her stick comes close to touching the puck while the hook is happening, and *maybe* she grazes it, but more likely not.
I looked at the play-by-play box score for last year's game. It lists Ohio State as having used their timeout with five minutes remaining in the third period, but does NOT show Wisconsin as having called their timeout. So UW would still have been six-on-four for the last 19 seconds. No-brainer...
