It's the long play, like when the GOP held the convention in St. Paul. They (the DNC in this case) are trying to build, or rebuild, the base in that state.

When's the last time a party's POTUS candidate was actually chosen at the convention? The whole things is a political advertisement for the November election, not a selection of the candidate. The location helps Klobuchar to a grand sum of nil; it just helps build the voter base within the chosen state.

Ford over Reagan 76. Though Ted Kennedy gave Carter quite a run in 80.
As you can see, both of those challenges had absolutely no effect on the general election.
I think the parties took the lesson that a true contentious convention equals death.

Only if you're hosting it in a city with a track record of hosting big events, and thus the event is not really all that special to them. Milwaukee will enjoy its hosting despite the disruptions.
