Not quite. This is from the ECAC Site:

ECAC All Conference Awards began in 1994-95 and Harvard was represented on the 2nd team by AJ Mleczko.
Then the next 3 seasons 1995-98 there were no Harvard players that made all conference.
In 1998-1999 Harvard had 4 First Team All Conf: Ruggerio on D and Botterill/Shewchuk/Mleczko on F
Since that season Harvard has had at least one player make All Conf 1st, 2nd, 3rd Team or All Rookie.

Harvard and Cornell are the only teams that have had 4 First Team All League, Harvard in 1998-99 and
Cornell in 2010-11 and 2011-12 with Rougeau/Fortino on D and Jenner/Johnston on F
