This is an example of something I would have been completely against in the abstract, but then I had direct experience dealing with it living in a city, and so I am completely for it.
Obviously there have to be strong guard rails: independent reviews, free legal recourse, and constant revisiting for progress and status. And obviously we should increase our spending on mental health by a factor of 10.
But unless you've seen it you can't know how real it is and how this would help everyone, particularly the cognitively disabled.
