No, the OHL is a Major-Junior league.
The OJHL is a Junior A league affiliated with the CJHL.

It's all based on matriculating players on to a higher level. Basically everyone in the USHL moves on to NCAA D1 and many NAHL players play some level of NCAA hockey. From Major Junior, really the only place to go is to the professional ranks (although some play CIS.) I think many more CHL players quit playing after juniors in comparison to the USHL or NAHL and so thats why these rankings look how they do.
