          They meant, within the armed services.

          But who knows how long that lasts once Trump starts putting the screws to the Sec. of Defense and the DOD. Look how the Navy Sec. backed down over that Seal war criminal.

                    His first inclination is to have his staff contact Budget Rent-A-Car because budgeting is in its name. Then his staff sent it out to some donors to get their input, a few senators to get theirs, and then he asks if it’ll make him look orange.                       Pretty much. From the article (which I know is paywalled, but I used up a free visit or two this month for it) says:

                      Basically, Trump just spouts off what he wants or is asked leading questions, and the White House OMB has to take his notes, add Stephen Miller's ideas, decipher them, and turn them into a workable document only to have both Nancy Pelosi AND Mitch McConnell torpedo it before the ink is dry.



                      *edit* And then there is this at the end of the article:
                      Leaked audio from a dinner the president attended in January with donors at Mar-a-Lago, his private resort in Florida, captured the president brushing aside those who are critical of rising defense and federal spending as part of the growing national debt. “Who the hell cares about the budget? We’re going to have a country,” the president said.
