Yes, since women's ice hockey (as opposed to men) is a 'non-revenue sport', anybody can transfer and have immediate eligibility. Though it looks like the rules will change so all sports will allow https://www.si.com/college/oklahomas...tate-complianc

Not true. WCHA, women’s hockey rules are you have to sit out a year if you transfer within the conference Transfer to a different conference or transfer into the WCHA from a different conference, however, and you can play right away.

Correct, each conference can set their own rules more strict than the NCAA. Ivy league for example not allowing a redshirt year.

When did this rule come into play? My daughter was redshirted after an injury.

Ivy league does not allow medical redshirts under normal circumstances nor can they be enrolled as a graduate student. Several high end players had to transfer to other schools upon graduation because of these rules. Your daughter would still have a year of eligibility for NCAA, just elsewhere (non-Ivy). Here are a couple of articles.

Is this rule recent? My daughter had surgery right before her senior season started due to a training accident. She was allowed to "red shirt" that season and then played the following year.

There are waivers allowed for nearly any rule, but if your D graduated after her 4 years and then applied (and was granted) another year while a grad student, it must have been an exception situation.

She decided not to graduate the red shirt year. She took a 5th year to finish her undergrad.
