I would prefer incentives rather than mandates. But the government is deep deep Blue and dominated by the nuclear free zone of Tacoma Park.
This makes no sense. The whole point is they are cheaper over time. You know me, I never met a government mandate I didn't like, but solar panels are a textbook example of a market solution.

Just make renewable energy costs a 125% tax exemption (i.e, subsidize plus reward) and we get the best of both worlds -- clean air and death to fossil fuels.

Also I found this hilarious, from the Fox9 article:
Uhhhh.... the reason it's being sold and bought on the black market here is because it's illegal dumb***. I highly doubt anyone in Denver is buying knock off versions especially after all the recent news coverage.
The Fox9 article isn't totally inaccurate. In states like Colorado the legalization of cannabis did not put the black market suppliers out of business. In fact, they are thriving there, and causing the state problems. So that part of the story is technically true.

However, the reasons they are thriving in Colorado is that Colorado is a major grow point, and they are exporting it to states where it's still illegal.
That community is already in the process of dissolution where each man begins to eye his neighbor as a possible enemy, where non-conformity with the accepted creed, political as well as religious, is a mark of disaffection; where denunciation, without specification or backing, takes the place of evidence; where orthodoxy chokes freedom of dissent; where faith in the eventual supremacy of reason has become so timid that we dare not enter our convictions in the open lists, to win or lose.

              Yeah no.

In any case, once we nationalize the corporations they won't have to pay taxes at all! :-)

There's a difference between saying corporations are legal entities with contractual rights and that they're people with individual constitutional rights.
