          how about usage? if i road sees X number of cars vs Y. increased care and repair/mile, no?
          or not exclusive to population. have to factor in the number of cake eaters driving north to pop a tent on a lake.

            It is a simple metric...because it was a simple question. Who is paying more than their fair share?

            But I'm happy to discuss usage. I would doubt that there's a massive number of city cars driving around Otter Tail county - and if there are any, they're on the freeway or other US highway. Just as those living outside the city rarely use city streets, those living in the city just as rarely use thousands of miles of rural country roads and very few in the city would miss very few roads in rural areas if they were not kept.

            Having said that, nobody said that this is outcome is bad. We in the city have come to expect we should help maintain the rural roads the state has.

                Quite simple. The states poorest counties do not fully pay for their own roads and those funds come from the counties where the rich live.

                Whatever your math to reach a different conclusion...you'll have to explain it very carefully.

                  The charts have nothing to do with income, full stop. There is no math involved because there is no data related to income. In general I'd say you're confusing people, with rich people. The places where few people live are subsidized by those where lots of people live. Most of those of people are not rich.

                      Counties with much greater wealth are paying for the roads in counties with much less wealth in every single case. Every single one.

                      I've given my evidence. Still waiting for any scenario explaining that the underpayment that's happening in rural areas is in fact coming from the rich who don't live there.

                                Says the person who didn't understand how progressive taxes work.

                                Also, how are you defining "affluent", where are you getting your numbers, and when did the "twin cities" start including exactly 8 counties? The metro has traditionally been defined by 7 counties and the statistical area includes 16 counties in MN and WI. It almost seems like you're starting with a conclusion and shaping definitions/statistics around it.
