    "The proposed Division I rule changes, which would potentially be voted on at the NCAA’s annual meeting in January, would prohibit verbal offers from coaches to potential recruits until Sept. 1 of the student’s junior year of high school. The legislation would also prohibit players initiating or receiving phone calls with and from college coaches, and ban any recruiting conversations at camps or clinics until that date."

    Yes to A. No to B (major juniors).

    But you can still recruit until the NLI, so a commitment is not worth that much.

    No on both for me. You need to be able to get this kids recruited prior to them being drafted by major juniors to keep better players going to college.

    Teams are stockpiling recruits. I haven't recently looked at Heisenberger, but I'm guessing more than a few teams have more recruits than full scholarships.

    This is likely the case for every team. Not everyone on the roster is attending for free. Many of the scholarships are split between multiple players.

    I don't have an issue with a team stockpiling recruits as long as when the teams says they can show up on campus they have a roster spot for them. What I take issue with is a team signing 10 players for a certain class year and then when that year arrives they only have 6 spots available and they tell four of them they'll have to look at another school. If the kid makes a commitment then the school better be able to honor the commitment they offered the kid to get him to sign.

    kind of interesting the Ivies are pushing, in other sports, like women's lacrosse, they are a significant, if not the largest violator of early commitments.
