There is no obligation to spend the money, it is just an option. What remains unclear is if schools opting-in in future years retain the "designated student athlete" clause to ease in the roster limits.
The NHL/NHLPA are working toward remodeling signing rights to expire at 22 yo regardless of the development league. How do y'all expect that to impact the NCAA? I see a lot of one and dones after juniors as teams have to bring players into the system.

I may be wrong, but I believe that is part of the house settlement and the newly created College Sports Commission, which Maine is not participating in.
