As of now, I say no. They will discuss it at the next conference to take place in June, 2027. From what I heard from D3football.com, they were surprised it will be open for discussion. Usually, if they know the vote will be against it, they don't bother even putting it on the agenda. So, apparently, there is enough interest to at least discuss and then maybe vote on it.
I still think the D3 community will vote it down. But it may be closer than we think.
The main reason it is not in D3 is there are no athletic scholarships in D3, so you are not hurting athletes who choose D3 over D1/D2. Also, D3 tends to have many more schools who do not offer grad programs, so there will be quite a discrepancy between programs who can keep fifth year players versus not. All those programs will most likely vote against it.
