Sorry, W-4 was what I was referring to. I don't speak "Tax" language and truly don't know what the form(s) and terminology are off the top of my head.I have never heard of a W-9. (I see it is for ICs, which I have not been. Sounds like a nightmare.)
If you claim 0 on a W-4, you maximize your payroll deduction.
Edit: It appears you can file a W-4 claiming you are tax exempt to turn off withholding (of federal income tax only). The IRS rules for when you are permitted to do this are tight, and they actually enforce (for once).
TLDR: for all practical purposes you can't stop Uncle Sam from using what money Dump doesn't personally steal to maltreat, maim, and murder innocents.
I guess it's back to voting (heavy sigh).
But yea, you can make your withholdings $0 fairly easily without necessarily thinking of the consequences come April. Known several people over the years who did this by accident and got a nice surprise waiting for them the following Spring.
