Initially the Big Ten said no FCS teams and you need to have a P5 school every year. But when they went to 9 conference games they changed that so if you only had four conference home games you could schedule an FCS team. And now I have no idea if that rule is still in place with no divisions. Might still be since there is still a 5/4 home road split every year.
