*** are you rambling about? I haven't blamed Cuomo for anything per se, I'm asking why he's getting some huge pass for his own decision making. ffs we went on "shelter at home" here well before NY and with far more serious restrictions.
There is no public transport of any kind, and you are not permitted to pass from one city to another without a pass which validates either essential work, medical treatment, etc. Banning public transport in NYC probably wouldn't work, but then limit it to employees of essential business in which they carry a state approved pass that allows them travel. I have one of those which allows me to travel into my office (deemed essential by the government) when I go through 2 checkpoints between my house and there. Luckily I work from home 4/5 days per week but on that 1 day I go in there is an easy process which allows it to happen. This isn't rocket science.
The Feds and Province Governors have both issued official government releases that easily spell out what is or is not essential and after more than 2 weeks I've not heard of anyone having any issue with the process. I can get to grocery stores within my "zone", my bank, gas station, pharmacies, at least 2 hospitals off the top of my head, etc. I cannot however get to our version of Costco which is just outside my zone. I could not travel to Subic to go to the beach, I cannot travel to Manila unless I have a plane ticket or if I had say a hospital order mandating some type of treatment there.
Whereas in NY it seems they are allowing anyone and everyone to travel wherever they want, city to city, county to county, in and out of the state. If I a reading that correctly that has to stop if they want real containment.
