In all cases, Bismarck threw his weight against the proposals, feeling they were either distracting, not cost effective, or would embroil Germany in unnecessary conflicts. Makes sense. Germany had enough problems to deal with internally at the start, and they needed time to build up militarily, especially navally, before they could take on a group of foreign European rivals. And while KWI did a great job of listening to Bismarck as needed and ended up the better for it, KWII was a bit of a dick and wanted to do his own thing, so he got rid of Bismarck and then pushed Germany too much in a direction that raised the ire of the other powers pre-WWI.
I remember some story at a funeral, I think for Edward VII, where KWII got in a big fight with all of the other heads of state over where he should get to march in the procession. And he went out of his way to help someone, I think maybe the late king's wife, out of a carriage to make himself look big, and she basically rolled her eyes at it while he was doing it because she (and most others there) could not stand him personally.
