Obviously there aren't a lot of tax dollars sent to Washington from North Dakota citizens, since there aren't any people. Furthermore, farmers are sort of notorious for shrinking their taxable income near year end through various methods. Thus, any money we receive back in the form of federal aid is going to seem like a lot compared with what the citizens sent in, but it appears that a relatively small portion (relative to other states) is necessary to meet revenue needs for the state budget.
