It's important to note that the CONCACAF Champions League is the only Continental Club Championship that doesn't use VAR at any point of the competition.

I haven't heard anything about the US Open Cup adding it, though we're still a month or so from getting the complete handbook and rules from USSF.

The Gold Cup (which is the only Continental Championship to not have it) is adding VAR starting in 2021, that may be what you're thinking of.

What's the correct interpretation when you have a boot above the thigh on something like that? I assume the player can put the boot high to play the ball, but they do so at their own risk and assume all responsibility for where their boot ends up in relation to other players.

Point your toe, i.e. don’t come in with your cleats exposed, and bend your knee. But yeah, much like a high stick, you assume all the risk in that situation.
