        Great idea, but what is to prevent a sociopath from modifying the magazine?

        If a sociopath wants to mass murder, he's going to give it a go whether he uses explosives, a firearm, or something else.

        Do we need a Patriot Act 2.0 to take away more freedoms to keep us safer?

                  Nothing, but the average spree killer isn't that technically sound. Maybe we cut the daily mass shooting to once a week.

                      It makes it significantly more difficult for them to obtain that capability... They need to machine parts and have the mechanical ability to do so. Also, modifying from stock would be illegal as well...

                          No one batted an eye when Tombstone and other frontier towns banned guns at the city limits. I think those predated the Patriot Act by a good 150 years.
