I saw this happen in Boston over the past 30 years. Long, long after they should have given up the ghost, older white conservatives (the Good Will Hunting crowd) held most of the levers of power in the city. This was due to two reasons - 1) the less of them they were, the more homogenous they became so it was easy to appeal to them, and 2) they were by far the most reliable voters as city elections take place in odd # years for whatever reason. Eventually the dam broke and they went down hard, but the lesson learned from progressive activists was if you don't show up on election day, little else matters.Legally drunk???? The right votes but they also did a better job in 2016 of finding the people who typically don't vote and got them engaged as well. Steve Bannon for instance made it a priority to target the gamers who were angry about the whole gamergate controversy as they tend to have authoritarian leanings and a lot of them are anti-semitic (I definitely know this from experience). They also got the incels and various other alt-right internet dwellers that hate women. Those people almost certainly don't vote in normal elections but Bannon and the other strategists did a better job of having Trump pander to those voters and in such a close election where every vote mattered, getting people who don't normally turn out was huge.
Obviously we know that some voters probably flipped from D to R in certain districts (I highly doubt it was 6-9 million as was mentioned in another thread) because they were ****ed about the status quo and didn't want another establishment candidate but I do think that it's good evidence of why you want to try and get the vote of those who don't normally.
