      That’s the whip. The speaker is the public face.
      The speaker is the diplomat, the whip is the enforcer. In a well functioning Congress neither of them is getting too much facetime. On state and regional issues you push your local yokel Senators and Reps out there to be the public face of ethanol subsidies for Iowa or strip mining for West Virginia or head lice for Massachusetts, and you keep the caucus machinery back on the main bus transmitting power, orders, threats, and goodies. If you must fight nationally you use the president if you're in power or the stooge you are grooming to be president if you're the loyal opposition.

      But glory boys like Newt and Schumer are long-run disabilities. LBJ ran Congress like his private b-tch kennel, but nobody outside of DC knew who he was until he got the Veep nod.
