                So a bunch of people decided to go out and run the course anyway and are struggling, and relying on volunteers to set up makeshift aid stations.

                      And providers cover themselves with tests when patients show up at ER with symptoms that, though likely dehydration, may portend heart issues. Big risk exposure for them.
